“We have sent a memorandum requesting the Union Finance Minister seeking removal of 5 % GST on all types of flour products including gram flour, rice flour, wheat flour, atta, bajji flour, Ragi flour, Murukku flour, Idiyappa flour, Kozhukattai flour, multi-grain flour etc which are manufactured in Micro Small and Medium Enterprises (MSMEs) in India. This is a request we are making to the GST Council through a press statement to remove 5 per cent GST on pre-packaged and labelled flour products,” the Madurai District Maavu Manufacturer’s Sangam has said in its press statement dated August 29th 2025, signed by its president C.Deivarajan and honorary secretary P.J.Manoharan.
The association had pointed out that the flour items are an important food item for lower and middle income families, and hence the removal of 5 % GST on flour products will benefit these families.
“In the GST tax regime now, the Union Government plans to change the existing GST tax slab rates. So, we are making an appeal now because the flour industry plays an important role in agriculture and food production. Flour is a staple food in India, The Besan flour etc are important in our cuisine, and these items are important for nutrition. Right now, unpackaged and unlabelled flours are exempted from GST while there is 5 per cent GST applicable on pre-packaged and labelled flours. Since these are essential food items, our association is requesting the Union Finance Minister and GST Council to remove the 5 per cent GST on all types of flour items,” the press statement has said on behalf of MSME units which are involved in flour manufacturing sector.
