MADURAI: An advocate in the Madurai Bench of Madras High Court who is also a former professor of Madurai Kamaraj University (MKU) here has submitted a complaint letter to the Directorate of Vigilance and Anti Corruption here yesterday urging for immediate action regarding the ‘ineligible nomination’ of Dr.S.Muthiah as Registrar in-charge of the university four months ago.

Advocate Mr.V.Kalaiselvan has submitted a petition to DVAC on July 22nd 2026 fearing that there could be a possibility of “extraneous reasons leading to irregularities involving corruption” in the nomination of Dr.S.Muthiah as MKU Registrar because he is from administrative cadre in non-teaching department and he is not from professor cadre as required by the varsity statute.

“The appointment/nomination of Mr.Muthiah as Registrar in-charge of MKU is illegal and irregular. It is against the Syndicate resolution No.18 of 2023 and MKU Statute and Acts. The resolution clearly mandates to nominate only a professor cadre faculty to nodal positions in the university, including the post of Registrar. But, a non-teaching staff person has been appointed as Registrar in-charge now and he (Mr.S.Muthiah) is there in that chair for the last four months. Several petitions were sent to the Chairperson of Convener Committee, but no action action was taken. So, I had submitted a petition to DVAC in Madurai for immediate action because I suspect that there should be some extraneous reasons and corruption must be ruled out by doing a full DVAC probe,” advocate Mr.V.Kalaiselvan had stressed in his complaint to the investigating agency here yesterday.

DUAL HOLDING OF BOTH OFFICES IN MKU:

The petitioner had pointed out his objection saying that Mr.S.Muthiah is holding dual statutory offices now in the university- as both Registrar in-charge and as Controller of Examinations in-charge by consolidating two major administrative roles under a single non-teaching staff member.

“The nomination and appointment of S.Muthiah from administration non-teaching side as MKU Registrar is bypassing 20 eligible senior professors within the university who hold the required academic standing for such leadership position as university Registrar. But, there have been overlooked for extraneous reasons. There is unhappiness in the campus among the faculty, research scholars and students for nominating a non-teaching staff person as Registrar. In the interest of academic fraternity and to protect the sanctity of MKU statute rules and resolutions, I had approached the DVAC requesting the investigating team to find out how and why a same person was given dual posts in the same university,” advocate Mr.V.Kalaiselvan has said in his petition by citing five reasons including how Mr.S.Muthiah was initially appointed on compassionate grounds in Group-D clerk cadre and promotions were given to him by violating government rules meant for compassionate appointees.
